After weeks with little public diplomacy, mediators Egypt and Qatar delivered a response from Hamas to a proposal that would include a release of hostages held in Gaza and a ceasefire in the Palestinian enclave.
The offensive has left Gaza in ruins, killing more than 37,000 people, according to its health authorities, and left much of the population homeless and destitute.
"This compounds the suffering of Palestinians in the Gaza Strip and the West Bank and further endangers their safety and wellbeing,” said ILO Regional Director for Arab States Ruba Jaradat.
His departure means Netanyahu will lose the backing of a centrist bloc that has helped broaden support for the government in Israel and abroad, amid a months-long war in Gaza.
Spain follows Ireland, which also announced it would intervene in the case.
Of the 27 members of the EU, Sweden, Cyprus, Hungary, the Czech Republic, Poland, Slovakia, Romania and Bulgaria have already recognised a Palestinian state. Malta has said it could follow soon.
The call came less than a week after Spain, Ireland and Norway officially recognised a Palestinian state.
The UN agency has been unable to access its main warehouse in the south because it was in an evacuation zone, and the 2,700 tonnes of food inside were either looted or destroyed in the fighting.
Advocates of the two-state solution have envisaged a Palestine in the Gaza Strip and West Bank linked by a corridor through Israel.
Saudi Arabia on Monday also condemned Israel's latest attack on Rafah.
"There are reports of mass casualties, including children and women, among those killed. Gaza is hell on earth,” the UN organisation said.
“Israel must immediately halt its military offensive and any other action in the Rafah governorate,” the court’s ruling read.
European Union members Ireland, Spain, Slovenia and Malta have indicated in recent weeks that they plan to make the recognition

South Africa has also asked the court to order Israel to allow unimpeded access to Gaza for UN officials, organisations providing humanitarian aid, and journalists and investigators.
Today marks the 76th anniversary of the Palestinian “Nakba”, which marks the period in 1948 in which at least 750,000 Palestinians were forcibly displaced from their towns and villages and another 15,000 killed by Israeli militias.
