They will have quick access to money in the form of insurance payouts or savings during droughts, famines and related calamities.

The mysterious diseases were first reported in February of this year, with the Department of Veterinary Services receiving reports on camel deaths.

Kindiki cited tragedies that have occurred in different parts of the country during the last 24 hours, among them the Madogo tragedy.

The police, the Kenya Defence Forces (KDF) and the Kenya Red Cross are also conducting search and rescue operations. 

The government urged boat owners, operators, and the general public to exercise extreme caution.

The teenager "took a projectile to the head and died of his injuries in intensive care" on Saturday evening, a hospital source said.
